Review of council accommodation in Kingswood and Yate

The council is conducting a review of its office accommodation with a view to rationalising our estate to make savings. Several potential options have been identified for the Kingswood Civic Centre and Badminton Road offices in Yate and for developing alternative locations in Kingswood that would enable residents to access the One Stop Shop, library and other council services. Further information is provided in the consultation document.

At this stage the Council’s preferred option is to consolidate and rationalise office accommodation at Badminton Road, including an extension for a flexible council chamber and extending and remodelling the existing Kingswood library to form a community hub with one stop shop and potential access to partner services and the disposal of Kingswood Civic Centre.

We welcome comments on the options outlined in our consultation paper for both Kingswood and Yate and to understand better what the impact of any changes could be on service users, the provision of services and access to democracy.

Options for Kingswood

It is important to make clear that the council is committed to retaining front line service delivery in the Kingswood area. All options include a community hub, which will provide a broad range of services including one stop shop, library, Registrars and facilities for partner organisations including police. There may also be scope for some meeting space for community groups There are several options available and further details of these are contained in the consultation paper and on our website.

•  Option A - Extend the existing library and remodel it to provide a community hub and to dispose of
  the Kingswood Civic Centre. This is the council’s preferred option at this stage.
•  Option B - Create a community hub adjacent to High Street, potentially the council-owned Bank
  Road car park and to dispose of the Kingswood Civic Centre.
•  Option C - Extend the existing children’s hub (behind the Civic Centre) to create a community
  hub and to dispose of part of the Kingswood Civic Centre
•  Option D - Lease out part of Civic Centre, retain current civic and training facilities at Kingswood
  and relocate library in to Civic Centre to form a community hub.    
•  Option E -  Retain Civic Centre in its current form.

Options for Yate

If more staff and facilities are moved across from Kingswood Civic Centre, then changes to the Badminton Road offices will be needed to accommodate them. There are several options available which all include accommodation for specific staff groups, reconfiguring an area of the building to create replacement meeting room facilities and options to extend the car park for public and staff use. Other than for the option to lease out Kingswood Civic Centre, all proposals involve remodelling the publicly accessible meeting room area to provide flexible meeting and training space.

  training venue. This is the council’s preferred option at this stage.
•  Option B - Build an extension to provide a sufficiently large room for the majority of committee
  meeting and training requirements and use external venues for full Council and large committee
  meetings and training events.
•  Option C - Build an extension to provide a sufficiently large room for the majority of committee
  meeting and training requirements and reconfigure the atrium in the middle of the building to use
  as a council chamber out of office hours.
