Background
The management of household waste is a key service provided by the council, it helps protect the local environment. The Council's Waste Strategy plays an important part in helping residents understand the impact of waste and how we can all work towards an environmentally sustainable future.

Waste minimisation and prevention is our priority. An outcome of previous strategies has seen an impressive reduction of total waste by 61% since 2000. Despite this success there are still challenges and our waste is higher than out statistical neighbours. The new strategy outlines how we will continue to reduce waste across the region.

Our second priority is recycling. Since we embarked on the 25 year partnership with Suez (formerly SITA) we have made excellent progress in our recycling and composting performance. The refuse and recycling services have been transformed: in 2000 we collectively recycled and composted seven percent of municipal waste; in 2014-15 this had increased to 47.5%. However this is below the European target of 50% by 2020 and therefore recycling continues to be an important priority.

The last few years have seen very challenging times for the whole economy and the council has faced significant cuts. This strategy has to find ways to drive waste out of landfill, putting it to better use, without increasing overall cost. We need to treat waste as a resource to be tapped rather than a problem.

The strategy presents the best available options for South Gloucestershire to enable it to meet our environmental aspirations of reducing waste and encouraging a circular economy through recycling, reuse and repair. At the same time we also need to ensure financial targets are met to deliver savings to the council.

The new proposed changes to the service intends to simplify the kerbside offering to residents. It will encourage reuse and recycling through increasing recycling collections to weekly and reducing the size of the black bin. These two proposals come as a package and would be delivered together.

Increasing recycling
Increasing recycling is important to meet EU recycling targets and we know that 52% of the average black bin contents could be recycled. By increasing recycling we can reduce the cost of running the waste service as the material creates an income that offsets the cost and also diverts waste away from more expensive treatment and processing. We are therefore proposing that kerbside recycling is collected weekly, alongside changes to the size of the black bin (see Q5).

It is proposed that we stop collecting engine oil, household and car batteries from the kerbside. It will still be possible to dispose of these items at the Sort It Centres.

Recycling containers
We currently provide 10 different containers for free to households and residents living in flats. Last year we delivered over 58,000 containers to residents in South Gloucestershire at a cost of £215,837. We also know from feedback that some people find the current system confusing and the number of containers used to store and collect waste difficult to manage. We are considering options to reduce and improve container choice and make the service more convenient to use. We are therefore proposing to replace the existing bags with more boxes.

Black bins
Every household is currently provided with a 240 litre black bin for non-recyclable residual waste. The size of the bins has not changed for over 20 years since when they were first introduced and there was very limited kerbside recycling. Our neighbouring authorities in Bristol and North Somerset have already reduced the size of the black bin. The waste analysis shows that over half of the waste in black bins could be recycled using the existing kerbside recycling service. Recycling this waste will save the Council money and you as a tax payer.

To enable us to reduce waste by encouraging recycling, we are proposing reducing the size of the black bin at the same time as improving the opportunities to recycle. We will do this by providing a new smaller black bin alongside additional weekly recycling collections.
